GPG not working properly

Description
Generating keys does not work -> Error: "Operation not allowed". Pinentry and gnupg is installed. Importing existing keys (with - -batch) works. Importing them without the batch option is not working, pinentry for the password prompt is not called.
Decrypting and signing files throws the error "Operation not allowed" and there is also no password prompt, instead it idles for a few seconds, then aborts the operation with an error.
