GTK3 applications put to clipboard character codes instead of symbols for non-Latin text

Description
In GTK3 applications, the clipboard with non-Latin characters does not work correctly. It occures when copying from the "Web" browser to other applications (Pe) and to the browser itself. Also from GIMP to other applications.
At the same time, inserting text from other applications to "Web" works fine.
Tested on r1beta4+70 and on the current nightly build.
