BeControlLook is not respected by Qt apps & Web+ on 32 bits system

Description
This behavior existed a while ago, prior to the recent changes to BeControlLook though, i just didn't didn't file a report earlier, but 64 bit is uneffected by this.

I think this may be a problem with libbe. Perhaps it isn't loading the settings properly on the secondary arch for some reason, if 64-bit works properly?

Indeed, we need to have a secondary-arch BeControlLook and load it, instead of the primary-arch one.
