E-Mail: Match Header filter a bit broken, doesn't work

Description
This is hrev57127, 64bit.
The Match Header filter of the incoming mail filters is a bit borked:
- Action "Move to"
The "Select..." button is always disabled, so there's no way to reach a file dialog.
Manually inserting a path works after this patch, but the action still isn't performed. (The "Header field" Subject, From, etc. is the Email filetype's not-localized attribute name, right?)
- Action "Set flags to"
The text box to enter what flag to set is missing.
I haven't tested the other actions.
