pkgman refresh and update fails on haiku repo but not on haikuports or other repos

Description

I cannot update haiku using pkgman nor Software Update (x64 Master current AND beta 4 paths). It fails out on refresh and update with an "operation would block" error.

If I remove the haiku repo, I can update from Haikuports, LOTE, sly, and even the (very much out of date, as in 2019) NZ repo at https://cdn.haiku.nz/haiku/x86_64/current/.

Interestingly, I used to have the same or very similar problem some time back (2021 maybe?), then it started working again. Then, I used to be able to brute force an update to be successful by retrying many many times, but this time around that doesn't appear to be possible. this instance of the problem surfaced a few weeks ago.

I am running hrev57019 -- but this problem seems to be the case no matter what previous (or subsequent) install I revert to. If I explicitly reference a hrev on the haiku repo, I still have the problem. It really seems to be a server-side issue. (Could something in my firewall be interacting strangely with the haiku repo's settings???? Why does this not happen with haikuports?)

What happens when trying to download the file (the "repo" file in the "current" directory) with curl or wget?

It downloads the file:

Odd... Same result using a web browser...

I tried doing a pkgman refresh and update today and it worked fine. Go figure!

....aand - the problem has returned in the last week or so. I am on hrev57267. Previously on this hrev it was working (I downgraded because some subsequent builds would not boot, another intermittent issue I have). Now I cannot upgrade. See new images for screenshots of command line output.
