Seems this also happens here on my ThinkPad E550. I wonder what the cause could be? The system is still running normally (and playing audio). Perhaps something with the idling mode interferes with PS/2 interrupts somehow?

Can someone retest with the "intel_cstates" (or "x86_cstates" as it's now called) module blocklisted and see if this changes anything?

Summary: | Thinkpad T480s: keyboard and trackpad stop working when "power saving" is enabled in ProcessController → keyboard and trackpad stop working when "power saving" is enabled in ProcessController |

Seems this is broader than ThinkPad hardware.
This happens to me, too. I'm running a nightly (hrev57499), and I'm booting from EFI on a ThinkPad T490. This happens a lot, so I tend to avoid enabling power saving mode. Plugging in an external USB mouse and keyboard works for me, too (which is no help for when I'm at the cafe because I can't lug those things around with me).
