Debugger ignores "attach to team" messages when already running

Description

If Debugger is already running (even if it just has a Teams window open) and one chooses "Debug" at a crash prompt, nothing happens.

If Debugger is not running and is launched, it works fine. Attaching to the crashed application via Teams window also works fine.

I am pretty sure this is a regression but I didn't yet track down when it started happening.
