UEFI: PANIC: Calculated IRQ routing doesn't match BIOS

Description
Under UEFI, the bootloader shows all grey icons. Nothing in the boot menu changes this, not even trying to enable on-screen debug logging. This goes for both the installer and the OS (I installed with another computer, including the EFI bootloader installation)
Legacy boot, on the other hand, does differently. Unattended, it kernel panics (picture included) but if I disable IO-APIC in the safe mode options, it boots to a desktop. The desktop has a moving cursor, but is otherwise unresponsive.
I am using a Thinkpad X1 Carbon 7th gen, trying to boot the latest nightly (57514 at time of writing)

Referring to #9149, when I boot using legacy boot, and type "es" as mentioned in that ticket, the first time, it does nothing but show the same screen again. Doing it again allows the system to boot.
The second problem looks like #9149.
