CapsLock and Numlock should not do keyrepeat

Description
When holding the capslock or numlock key the state of numlock on/off and capslock on/off will switch rapidly. This causes the preview on keymap to also shift rapidly, and also the keyboard indicator lights.
The correct behaviour would be to change the state on key down once only (key down so the indicator light changes when pressing in the key, not when letting go)
