Looks very similar to #17833.

Could be. Wasn't there a setup script for WiFi?

comment:7 by waddlesplash, 4 days ago

The script is only for very old hardware that does not have bundled firmware. The firmware for this device is bundled with the default install; if it hadn't been found there would be a different error. This "failed to load" means it failed to load the firmware onto the device itself.

There's a variety of such hardware where it happens, unfortunately all my devices do not have the problem, and I've never been able to get a clear idea of the cause (and nor has anyone else so far) so the problem remains.
