Lack of documentation is one important thing. For new users to bugzilla, especially adding content and/or comments to bugs is daunting. Suggestions; include links to pages such as http://www.bugzilla.org/docs/2.18/html/hintsandtips.html and include snippets above forms to show use (like "bug ##" will create a link to said bug)

Of course not : ) Reporters are no longer allowed to close bugs, so it's down to Devs.
