Usb mouse hotplug doesn't work on laptop

Description

Since some time (I assume hrev28241), hotplugging the usb mouse to my laptop doesn't work. If I connect it before boot, it's recognized correctly. Otherwise it just doesn't work.

Note that if the usb mouse is connected at boot, disconnecting and reconnecting it works correctly.
