KDL doesn't show up for panics early in the boot process

Description
Like in #3237, the KDL doesn't show up for early panics, KDL is invisible, panic is not shown. Panic The boot screen with none of the boot icons alight appears only. Typing "reb<enter>" reboots the system. Enabling on screen debug does not show any messages on the screen.

There is a start for everything, and panics just cannot be shown on screen before its debug output is initialized. There is serial debug output you can always use.
Please reopen if you meant something else.
