Remove Menu preference

Description

This is hrev30893.

Since all useful functions from the Menu preferences have been moved to other panels (Appearance, Fonts, Keymap), the Menu preferences should be retired.
I think that what was planned some time ago (see #3259), but it's still there. Don't forget to also remove "Menu" as Trac component.

Please remove the Menu link from the Preferences-Menu, too. Line 298 in build/jam/HaikuImage file.
