Description
Since VMWare only virtualizes x86 platforms, (imo) the build system should prevent a user from attempting to build targets based on 'vmware-image'.
I'm not certain if HaikuImage, ImageRules, or MiscRules would be the proper place for this.

VMware is actually going to be available for ARM, so this restriction doesn't make sense anymore.
