I'm not sure this is a good idea. Even when there are no window, you can still set the item to folded or expanded, and the setting makes sense as soon as a window is opened.

Moving Deskbar enhancement tickets out of R1 milestone -- Tracker's source code comes from BeOS R5, so it already has all the features it did on R5.
