Make date/time change system-wide

Description
It doesn't seem to make sense that a user has to change his date/time prefs both for the deskbar and the tracker, wouldn't it be possible to change it in one place only and make it system-wide?

WIP: Locale Kit will take care of that through ICU. But I'm waiting for tracker refactoring to get ready and I have more important bugs to fix first.

The system-wide setting is now available. Apps just have to use it. (deskbar already does).

Maybe this proposed system-wide solution could then also effect the way the date and time are presented inside the 'Time' window, (--> the window that shows up after right-clicking on the Deskbar clock and choosing 'Change Time'). At the moment, date and time are presented there always as Month-Day-Year and 12 Hour clock, no matter whether you've set date and time differently in either Tracker or Deskbar (or both); in the Time window they just can't be changed.
