With these steps, an application will not be brought to front, upon regaining focus.
To reproduce
Open workspaces.
start a few programs on two or more workspaces.
eg, StyledEdit on workspace 1, Terminal on workspace 2.
Give StlyedEdit focus.
Using Workspaces's window, drag Terminal form W2 to W1, make sure to not drag over StlyedEdit's Title tab, but cover up some of StyledEdit
Click inside StyledEdit.
It will gain focus and remain behind Terminal.
When dragging, if the Title tab is dragged over, normal behavior is observed.
