[FileTypes] Extra Attributes vertical scroller does not update itself correctly on windows resize, etc.

Description

How to reproduce: 1) Open FileTypes preflet, select and expand type group with a lot of Extra Attributes (ex. "audio"). [028_1.png] 2) Resize preflet window.

Bug: 'Extra Attributes' vertical scroll is still present even when all elements of 'Extra Attributes' are visible and there is nothing to be scrolled. [028_2.png]

3) When window is resized select some type which don't have 'Extra Attributes' (ex. "audio/32kadpcm"). [028_3.png] 4) Select "audio" type group again. Note that this time all Extra Attributes are visible and vertical scroll is disabled. [028_4.png] 5) Resize window to smaller size.

Bug: Now some Extra Attributes are invisible and there is a need for vertical scroll but it still is disabled. [028_5.png]
