Remove tar from src/bin/tar

Description

tar 1.21 is now available as an optional package ​Tar.

Is there any reason to keep it in ​src/bin/tar ?

Also, there's a patch in #5155 pending commit to update build/jam/OptionalPackages to tar 1.22 + xz-utils
