Local languages can disappear

Description

hrev36595 (trunk)

  1. Open preflet. Scroll to German and expand the item.
  2. D&D German (Germany) to the preferred languages list. The whole German entry appears there, which I suppose is intended (though confusing IMHO). German is removed from the left list.
  3. Move German above English.
  4. Double-click all German sub-items to remove them.
  5. Double-click German to remove it. Now German reappears in the left list view, but doesn't have any sub-items anymore. D&D to the right list doesn't bring them back there either.

Fixed in hrev36727. The Locale preferences application now works completely different.
