startup errors when there is not enough memory to run haiku

Description
trying to run haiku with 64mb of memory with virtual mem off
boot proceeds to the blue screen, net server crashes and haiku freezes.
instead of letting that to happen, it would be good to display a popup saying your computer hasn't got enough memory to run haiku. clicking sorry would reset & reboot.
