Description

Haiku hrev37669 + WebPositive hrev535.

Hovering the mouse over any tab or in any empty region in the tab toolbar will trigger the display of the "Double-click or middle-click to open new tab." This is incorrect behavior when hovering over an existing tab.

I only get the "Double-click or Middle-click to open new tab" tooltip when the cursor is over the empty part of the tab toolbar, not on the tabs. hrev39887-2h with Web+ hrev547.

It takes a certain sequence to make it happen, namely that you need to pull the mouse down off the tab bar and then when you bring it back up, even over a tab, it says the default tooltip instead of the tab tooltip. I've pretty much narrowed it down in the code, just a matter of a bit more debugging and testing to fix it.
