Setting different timezone in Time Preferences doesn't work

Description

When I change the timezone in Time Preferences to a different timezone and click 'set time zone' it appears to work, however if you reopen Time Preferences you can see it always shows 'Andorra'. Further issuing the 'date' command always shows GMT. I'm using the latest revision (37772).

Should be fixed in hrev38158, but I recommend testing it with hrev38165.
