/system/bin/notify should have the B_BACKGROUND_APP flag set.

Description

/system/bin/notify pops up in the deskbar every time it runs, this is noticeable (and annoying :P) on first boot during the 'updating mime types' notifications.

Looks OK. Also adding the signature to the resources wouldn't harm either.
