User-settable chapter points

This is hrev38627.
It'd be nice to let the user set chapter points that are saved as attribute. These markers are shown in MediaPlayer's progress bar, e.g. as coloured dots maybe with a tooltip "Chapter n".
The dots could be slightly magnetic to easily scrub to them by dragging the progress-slider with the mouse. Also jump to chapters via SHIFT+Left/Right. Pressing SHIFT could also toggle the skip-track buttons to skip-chapter buttons.
A menu is needed to add or remove a chapter at the current position (maybe with ALT+C). Half a second before and after the exact chapter point, the dot lights up. In this time ALT+C will remove the current chapter point.
A special chapter editing window could at one time be implemented to fine tune chapter points.
I just realized, that some of the above is also interesting for DVD playback. So, this should be considered.

This feature is also available in old versions of BSPlayer as Bookmarks (Alt+B). And it's very useful one, I used it a lot back when I still used Windows 98 :-P
