Description
Adding an Option for keeping WebPositive settings in Web+ directory.
It could be 2 option to keep settings first: in ../home/config/settings/ and second: in app dir itself [for portability]. Thanks to keeping web+ settings in apps dir you can use 2/3/4 and more different Web+ with different settings in one system.
Why do i need this option, its simple: Its kind hard for me to run web+ and switch everytime settings for proxy. Im using a lot of proxy for anonimity, but i cant use it for sensitive data shared between for example bank and me so everytime im using my paypal . bank / ebay account i need to switch proxy settings. Keeping web+ settings in web+ dir [as an option] could help me a lot [and i think other users with similar problems]

Moving Web+ enhancements out of R1 milestone.
With the switch to package management, the Web+ dir is now readonly. Settings should not be there anyway.
We may still find another solution for such profiles.
