Description
In hrev38882 and Web+ SVN revision 545, the browser doesn't open links from within Vision or the About window.

Web+ isn't listed in FileTypes/application, but maybe it's because of this: After updating the Haiku revision on my PC, I couldn't get Web+ started (error message) and did a manoeuvre after trying 'installoptionalpackage webpositive' and getting a message inside Terminal telling me what to do to reinstall (it correctly reported Web+ to be already installed). This consisted of typing in two lines in Terminal. After that Web+ worked again.

I don't think you can get into that kind of problems anymore with installoptionalpackage gone.
Vision at least will try to open the URL via whatever the handler is set to for application/x-vnd.Be.URL.http . Can you check in the FileTypes preferences if Web+ is set for that or not?
