Description
hrev39515 (tested with FFM)
Click on a the tab of a non-topmost window to bring it to front and, within the double-click interval, press the mouse button to start moving the window. The window won't move.

Fixed this issue in hrev39602. We'll see what I've broken instead. :-)

hrev39064 should have fixed this, but apparently, I didn't get it right. This is pretty much the same bug as #6699.
