This is hrev547.
Some server don't seem to correctly set the MIME type for downloaded files. You'll end up with some generic file with unknown/unknown or application/forced-download or something.
Double-clicking doesn't start e.g. Expander in case of an archive. Actually, I don't know why the system doesn't sniff things out. I mean, there are sniffer rules and even opening according to file extentions would be OK...
Anyway, how about Tracker scripting a "force-identify" (see SHIFT+right-click a file) on a downloaded file?
