[Time] clock hands don't move while you in Time Zone tab

Description

This is hrev40106, gcch4hybrid.

  • launch Time preflet.
  • move to Time Zone tab and wait several seconds
  • move back to Date & Time tab
  • notice that clock hands jump forward to current time.
