No GCC4 package available for many OptionalPackages

For some it's because it fails to build, but for many it's because the gcc2 version works on gcc4 builds. We should add gcc4 builds where possible.

Here's a list of the ones I've noticed:

The remaining OptionalPackages tht don't yet have a gcc4 package aren't actually a requirement for R1, so moving ticket to unscheduled. This doesn't mean they won't get worked on, just that they don't have to be in place for R1 to ship.

Added gcc4 liblayout and bepdf in hrev44522.

Closing this one as fixed, as OptionalPackages are being replaced with .hpkg files. The packages for which no gcc4 packages exist with most likely get covered as the list of packages have their .bep files converted to proper .recipe files are built into .hpkg files.
