latest icu-devel package creates incorrect directory

Description
The latest icu-devel package(icu-devel-4.8.1-2011-08-26.zip) includes some new directories/symlinks in it. When I have this package enabled in my UserBuildConfig then it creates /boot/develop/abi/current as a regular directory instead of a symlink into x86/gcc2 (or x86/gcc4).
I'm not sure if this is a limitation of the build system or just a matter of having that symlink created before the package is extracted.
My build host is SuSE Linux(64 bit) but AnEvilYak said he could see the problem on his builds as well.
