can't checkout buildtools module from windows

Description
In the buildtools module of the repository, there are 2 folders with the same name but different casing.
buildtools/trunk/legacy/gcc/INSTALL and buildtools/trunk/legacy/gcc/install
Due to this, it isn't possible to checkout this module from, er.... windows. I'd assign this to zooey, but he doesn't seem to have an account.

Fixed this by joining these two folders into one (INSTALL)
