Is there a chance to implement animated GIF's into Desktop's Background. It would be awesome [just like these animated backgrounds in Android tablets..]

I don't think so. GIF are limited to 256 colors and feel very 1990. You may do something more similar to Android using a desktop replicant, maybe...
