It's missing from builds I do myself as well (from Haiku). The keymap file does not get generated.
The jamfile uses a GLOB to list the keymaps, then uses jam substitution (D= and BG=) to call the MkKeymapComp rule. Somehow the file gets lost in one of these steps, likely because of encoding issues.

The following keymaps are missing:
Belarusian (Latin).keymap Belgian (comma).keymap Bulgarian (Cyrillic).keymap French (Bépo).keymap Russian (Mac).keymap Serbian (Cyrillic).keymap Turkish (Type-F).keymap
The pattern is clear: these are all of the kind "language (variant)", with another variant existing. The keymaps don't get built at all (could not find them in generated/). Maybe Ingo has some hints on why Jam would miss them?
I confirm the missing French (Bépo) keymap in the gcc2 and gcc2h vmware nightlies (hrev46642). However, my home brewed gcc2 vmware image based on the nightly profile does contain the keymap. Perhaps there's some character encoding related problem with the nightly build host.
