Remove warning alerts from folders in read-only locations

Description

This is hrev47764.

Before package management Tracker warned when renaming important folders. With PM those folders are in read-only locations anyway (/system/ and ~/config/).

Those alerts should be removed and the "Edit name" menu item disabled from the "File" and context menus. Also, be aware of #10173.

This ticket is almost done\\ Unnecessary alerts still left are when you rename or move something in

  • /system/cache
  • /system/non-packaged
  • /system/settings (here the alert may be still useful, as removing stuff here may have bad consequences...)
  • /system/var

It's OK in the user hierarchy under ~/config.
