ICU 54: country/city code instead of time zone

Using hrev47975 gcc2hybrid.

Prior to switching to latest ICU version, deskbar clock showed time zone (e.g. GMT, CEST, etc). Now, a combination of country and city is displayed: Instead of just CE(S)T, there's "deber" (Germany, Berlin) or "dkcph" (Denmark, Copenhagen), etc.

"eetll" (Estland, Tallinn), etc are used instead of EU(S)T

Is it possible to go back to the old behavior? With five characters, the new combination code is too long to fit in my deskbar.
