As already suggested in PulkoMandy's blog - Contract weekly report #56, Voxengo's R8brain has been released as open source (MIT):
http://code.google.com/p/r8brain-free-src/
R8brain is known to be one of the best resampling algorithm on the scene, so please consider it as default resampler.
