Can't install input method add-on without restart.

Description

Since Haiku doesn't have "system/add-ons/input_server/method" directory, I can't install input method add-on (canna) without restart. This patch adds empty directory and fixes the problem. Tested with hrev49130.

Patch looks good to me. I'm not at my dev machine ATM but if someone else is around, feel free to apply it.
