Description
As of this writing the current version of QupZIlla (1.8.6-1) aborts shutdown process. However, it quits at the same time so the very next shutdown works just fine.

Ah, ok. I thought registrar could wait just a little bit and see if this request actually succeeded for stubborn apps like this. Sorry for the noise.

The registrar sents a
B_QUIT_REQUESTED
message to each application in turn. An application can accept the request and quit or deny the request. The latter is equivalent with aborting the shutdown (the "_shutdown_" field in the request message discriminates it from a regular quit request). I haven't checked, but I suppose that's what is happening with QupZilla. I don't see what the registrar is supposed to do differently in this case. It just sounds like QupZilla (or Qt) aren't handling the quit request incorrectly and need to be fixed.
