[registrar] try harder before aborting shutdown

Description

hrev49497.

As of this writing the current version of QupZIlla (1.8.6-1) aborts shutdown process. However, it quits at the same time so the very next shutdown works just fine.

The registrar sents a B_QUIT_REQUESTED message to each application in turn. An application can accept the request and quit or deny the request. The latter is equivalent with aborting the shutdown (the "_shutdown_" field in the request message discriminates it from a regular quit request). I haven't checked, but I suppose that's what is happening with QupZilla. I don't see what the registrar is supposed to do differently in this case. It just sounds like QupZilla (or Qt) aren't handling the quit request incorrectly and need to be fixed.

Ah, ok. I thought registrar could wait just a little bit and see if this request actually succeeded for stubborn apps like this. Sorry for the noise.
