Description
If you hold down arrow key to navigate files in Tracker you'll see that repeat rate is too slow, but in Keyboard pref it set to maximum speed.

We could iplement this in the input server addon, instead than in the driver.

The ps/2 keyboard driver now supports the required ioctls.
Using Keyboard preferences to set it during runtime works now.
After system startup, input_server doesn't yet properly set the typematic settings, filed as #149.
Implementing repetition in the input server addon would be possible, but I don't think we need to do that. The keyboard hardware allows up to 30 repetitions/sec.
