Can't navigate menus vertically with keyboard

Description
Test: After pressing the menu button the leaf menu appears, but focus is still where it previously was. I think it should be on the leaf menu instead, and navigation with the arrow keys should be possible. Horizontal navigation does seem to work when testing in StyledEdit.
I'll open a separate bug for the focus thing.
