Dev tab view incomplete and empty

Description

The "What's New in Haiku development" tab view below the site header is empty and is missing the tabs "Mailing list" and "Ticket updates".

Oh, it appears to be empty because I used a JS feature which is not enabled on WebPositive. Fixing.

The dev tab view actually works now. Still missing those other tabs.
