Auto-raised Deskbar should also "auto-unraise"
This is hrev50953.
There are more auto-raising issues described in ticket #8923, BTW.
Concerning the "auto-raise" in general, I think it makes sense to always send the Deskbar to the back after it was auto-raised as soon as the mouse pointer leaves its view.
As it is now, the Deskbar will obscure part of the formerly Deskbar-obscuring window when I'm done with why I accessed the Deskbar. I have to click on the tab or border (or CTRL+ALT+click anywhere) to raise the window to the top again.
