SoftwareUpdater: Notification when connection to server fails

Description

Today the haikuports server was down, apparently due to lack of disc space. When using HaikuDepot or SoftwareUpdater to update or install a package, there is no indication to the end user of a failed connection. The application continues running and appears to be frozen. I propose a notification for a failed connection after a set time period.

I tried software updater today and got a message "Failed to refresh Haiku repositories". Is that because of failed connection. I also got a similar problem with pkgman update. This was in x86_64. In the x86 version it did update some files but not to the latest hrev. After updating those files and a reboot, it just gave a message "No update" or similar.

Maybe that was your issue.
