[Debugger] "Watch expression" window can be opened only once

As in title. Once opened and closed, won't show up anymore.

Just for curiosity's sake, are you simply opening and closing it without adding an expression?

I'm adding an expression, but it fails with "Parse error" (it is added to the list). Then if I try to add a new one, the window won't open.
