Actually it seems to be intentional that all partitions are listed here, even if some cannot be installed to, just to clarify which ones are actually on the system. Non-BFS ones are disabled, so, there's no risk anyone will even try to install to those...
A "guided" disk mode may make sense, but there is already a separate ticket about that.

Remove milestone for tickets with status = closed and resolution != fixed

We can't install to fat32 anyway, so this really should be hidden indeed.
