Description
According to https://gerrit-review.googlesource.com/Documentation/note-db.html , there should be an "all-Users" repository where user settigns can be changed. I can't find this in our setup, so I'm wondering if we did migrate to NoteDB when upgrading to Gerrit 2.15.
I would like to change the default user settings (tab size, 80 columns, etc) but there is no way to do that currently.

Yep, only admins can access it, or modify it using the administrative commands (e.g. gerrit set-account.)

I think we have been on NoteDB for a while.
I hid the "All Users" repository when I deployed originally since it doesn't make sense for most users to see.
