[Interface Kit] scrolling a view above BMenu doesn't work

Description
Media -> Audio mixer -> Setup
Make window smaller (so that vertical scrollbar is active) and start scrolling Setup view with a mouse wheel. Once cursor reaches any BMenu in that view (e.g. "Input gain controls represent") scrolling stops.
